This is a futuristic bar-code license plate from Back to the Future III.
It is one of the plates that were made for the film, but was not screen used.
Several of these plates were made for the final scene in different distresses, and this is the one most beat up.
It still has clips on the back from the special effects crew for the spinning plate gag.
